In my policy document, "The Management of Offenders — A Five Year Plan" published last June, I indicated my intention to appoint an Inspector of Prisons. As I stated in the document I had not, at the time, decided on the salary and other arrangements for the post. These aspects of the matter have been under review and I would hope to reach a conclusion on them in the New Year and clear the way for an appointment then.
