184 Mr. J. Mitchell asked the Minister for the Environment in respect of tenant purchase applications, the processing of which is delayed because of legal problems, for example, ground rent and landlord issues, if he will permit and encourage local authorities to offset any rent paid during the delay period against the eventual purchase price of the house; and if he will make a statement on the matter. The tenant purchase scheme has no provision for crediting rents towards purchase payments and there are no proposals to change the terms of the scheme in this respect. Generous discounts are, however, available for each year of tenancy of the dwelling and this discount continues to accrue until the completion of the sale, subject to a maximum of 30 per cent of the market value of the dwelling. Local authorities, who are responsible for the administration of the tenant purchase scheme, have been asked to complete sales as quickly as possible.
