199 Mr. E. Byrne asked the Minister for the Environment if he intends to abolish or amend his embargo on recruitment to the public service imposed by his Department; if his attention has been drawn to the effect this embargo is having on the public service; and if he will make a statement on the matter. Under existing controls, local authorities may fill vacancies arising in officer grades within existing overall numbers. Any proposals for the creation of additional offices are considered on their merits. The recruitment of non-officer staff is entirely a matter for local authorities.
