103 Mr. B. Ahern asked the Minister for Equality and Law Reform the names of all unestablished civil servants appointed since 15 December 1994, including programme managers, special advisers and other staff; and the salaries, duties and terms of appointment of these appointees. [1465/95]

Since 15 December 1994 two un-established civil servants have been appointed to my Department as follows: Mr. Richard Humphreys, special adviser and Ms Margaret Dowling, personal assistant.

The special adviser advises the Minister on specialised legal research on the law reform and equality legislation programme of the Department and in connection with the progression of legislative work within the Department, and generally. He also maintains contact with special advisers in other Ministers' offices with a view to maintaining a co-ordinated approach to Government policy, as well as liaising, on an ongoing basis, between the Minister and officials of the Department. The salary of the special adviser is £34,564 per annum.

The personal assistant provides secretarial assistance to the Minister in relation to his personal correspondence/constituency matters such as queries originating at his clinics or otherwise, and representations on behalf of constituents. The salary of the personal assistant is £18,583 per annum.
Both the special adviser and the personal assistant are employed under exclusion order, in accordance with the Civil Service Commissioners Act, 1956. Their appointments will end on the date on which the Minister for Equality and Law Reform ceases to hold office.
I propose to appoint Ms Anne Kinsella as partnership programme manager with effect from 1 February 1995. The contract, setting out the salary and other conditions of employment attaching to the appointment, are being settled with the Minister for Finance.
