Question:

20 Miss Coughlan asked the Minister for Education if she has satisfied herself with the level of consultation among staff and students in University College Dublin concerning the proposed introduction of semesterisation in September 1995. [2624/95]

The issue raised by the Deputy relates to the internal affairs of University College Dublin. I have no function in this regard as the internal affairs of the college are, under statute, a matter for it and for the NUI.

Given that she does not want to interfere in the internal affairs of the university, will the Minister agree, as a matter of policy in regard to third level institutions generally, that co-ordination of semesterisation is absolutely essential if there is to be progress in the modular system proposed by universities? Is she not concerned that the students in particular are worried about the proposals of the governing body of UCD?

Under the NUI charter the college has an obligation to teach students who are seeking to obtain a degree, to provide teaching for other purposes and so on. It is clear from the charter that the college has academic freedom in the organisation of its courses. This question relates specifically to an internal management matter for University College Dublin.

Is the Minister aware that 3,500 students in UCD are opposed to this development and have signed a petition? Given that her Department provides public funds for third level education in UCD and this proposal will have serious consequences for third level education generally — it relates to the general philosophy of education, particularly at third level — would she consider intervening in this case and give the House her view on the effects of this catastrophic decision?

Although this matter does not form part of my remit — I could read the charter, if the House so wishes — I have read the press reports and if they are to be believed UCD has taken a decision to consult with the students. The Deputy spoke about the philosophy of education. The philosophy and academic freedoms enjoyed would be considered very precious and should not be interfered with by a Minister for Education. The Higher Education Authority is the body which advises the Minister on such matters. I can only reassure the House and the authorities in UCD that under its charter this is an internal matter. Having read the press reports it appears that dialogue on this decision has commenced.
