62 Mr. Hughes asked the Minister for Finance when negotiations on a new double taxation convention between Ireland and the United States will be resumed; and the reason negotiations were suspended in 1990. [2534/95]

The question of the reopening of negotiations on a new double taxation convention between Ireland the United States is currently under consideration.

The negotiations were suspended in 1990 due to the involvement of the relevant US officials in the domestic US legislative programme. Furthermore, changes in US tax legislation over the years have caused the United States to review its treaty policy, and a new model US double taxation treaty, which will be the starting point for the US in the negotiations, has been under consideration in the US for some time now.
