The report,The Years Ahead—A Policy for the Elderly, which was published in 1988, emphasised that the objective of health services for older people should be to support them in dignity and independence at home and to support those caring for them. A second objective was to ensure that ill and dependent elderly people have access to high quality hospital care when they require it.
