Question:

106 Éamon Ó Cuív asked the Minister for the Environment if he will provide funding to Galway County Council to enable them to continue with necessary road design work so that they will be in a position to avail of European structural funding for roads and to develop a comprehensive road structure in the county. [3099/95]

Under the conditions applying to the EU co-financed scheme of grants for improvement works on non-national roads, the cost of local authority personnel engaged on relevant design work may not be charged against project grant allocations. It is a matter for local authorities to meet these costs from their own resources, supplemented by the annual discretionary grants paid by my Department. The conditions of the grants scheme take account of standard practice whereby local authorities are required to fund the salary and overhead costs of their personnel as indicated, and are intended to ensure that grants are expended to the maximum extent possible on actual road improvements.

In circumstances where a local authority is unable itself to undertake project design work, the approved costs of any consultants engaged for this purpose, subsequent to obtaining Departmental approval to the project, may be charged against the grant allocation. The cost of design work on national road projects is a matter for the National Roads Authority.
