Question:

19 Kathleen Lynch asked the Minister for Enterprise and Employment the progress, if any, that has been made in formulating a consumer bill of rights guaranteeing standards of service from semi-State companies; and if he will make a statement on the matter. [3372/95]

I signed Regulations on 1 February 1995 giving effect to an EU Directive on Unfair Terms in Consumer Contracts. These Regulations were laid before the Houses of the Oireachtas on 3 February.

The primary effect of this measure is to outlaw all unfair terms in consumer contracts which have not been individually negotiated.

This is intended as a first and important step in the advancement of consumer rights in relation to services provided by semi-State companies.
