152 Mr. Bell asked the Minister for Enterprise and Employment her policy regarding the transfer of community workshops from FÁS to vocational education committees; the method of funding which will apply to this new arrangement; the number of community workshops which have been transferred and the number that have yet to be transferred; their location; and if she will make a statement on the matter. 163 Mr. Bell asked the Minister for Enterprise and Employment his policy regarding the transfer of community workshops from FÁS to the vocational education committees; when this decision was made; the number of community centres which have been transferred; the number of community workshops still under the control of and funded by FÁS; and if he will make a statement on the matter. I propose to take Questions Nos. 152 and 163 together.

Community Training Workshops (CTWs) are independent training centres set up and managed by local community groups. They are mainly involved in the delivery of the FÁS element of the YOUTHREACH programme. The Department of Education is also involved in the delivery of YOUTHREACH through the vocational education committees. While the original intention was that the Department of Education would have sole responsibility for the delivery of YOUTHREACH, the necessary financial arrangements to give effect to this decision have not yet been made.

In the event that the Department of Education does assume total responsibility for the delivery of YOUTHREACH it would be a matter for the Minister for Education to determine the appropriate delivery arrangements.
In the meantime, CTWs will continue to be used by FÁS in the delivery of YOUTHREACH and other local training programmes for disadvantaged persons.
