Question:

56 Mr. Ellis asked the Minister for Education the reason a person (details supplied) in County Leitrim will not be paid their entitlement while on a vocational training opportunity scheme when their present unemployment benefit claim is exhausted in spite of being informed when commencing the scheme that payment would be made for the duration of the course; and the action, if any, she will take to remedy the situation. Under the terms of the vocational training opportunities scheme participants are entitled to receive allowances equal to the welfare payments they would be entitled to if they were not participating in VTOS. This means that where participants' entitlement to welfare payments cease their corresponding entitlements to VTOS allowances also cease. I understand that the vocational education committee informed the person concerned in the question of this position at the outset. I also understand that the person in question is no longer a participant in VTOS and has taken up a place on a FÁS course.
