Vol. 453 No. 3

Written Answers. - Spending on Needs of the Disabled.

Mary Wallace

Question:

168 Miss M. Wallace asked the Minister for Tourism and Trade the amount and nature of all spending within his Department and by bodies under his Department's aegis on schemes specifically directed towards meeting the needs of people with disabilities. [9378/95]

My Department has no resources in its Vote for schemes specifically directed towards meeting the needs of people with disabilities.

With regard to the semi-State bodies under the aegis of my Department, such schemes are a matter for the bodies concerned. I do not have any function in the matter.

Question:

169 Miss M. Wallace asked the Minister for Enterprise and Employment the amount and nature of all spending within his Department and by bodies under his Department's aegis on schemes specifically directed towards meeting the needs of people with disabilities. [9380/95]

My Department is the national authority for all matters related to the European Social Fund, which promotes the development of human resources across a broad range of statutory training agencies. Under the Operational Programme for Human Resources Development, 1994-99, £281.71 million has been allocated in Exchequer and EU funds to promote the activities specifically in favour of people with a disability. Activity related to this expenditure is administered directly by the Department of Health.

In addition, my Department has direct responsibility for the administration of the HORIZON-DISABLED strand of the EU Human Resources EMPLOYMENT Initiative. Projects funded under HORIZON-DISABLED promote innovative transnational actions in favour of those with a disability. During the period 1992-94, EU funding of £8.5 million was made available. An allocation of £16 million in EU funding has been made for the period 1995-99.

In general, apart from HORIZON-DISABLED, the programmes and schemes relating to employment or training which are administered by my Department or its related agencies are not specifically directed towards meeting the needs of the disabled. Nevertheless, disabled persons who meet normal eligibility criteria may benefit from them, for example, the community employment programme and the county enterprise programme.
