Written Answers. - Detention of Turkish Authors.

44 Mr. E. Byrne asked the Tánaiste and Minister for Foreign Affairs if his attention has been drawn to the sentencing of two Turkish authors and their publisher for quoting alleged separatist comments by a Kurdish MP; if he has made representations to the Turkish authorities in view of the serious consequences for freedom of expression; and if he will make a statement on the matter. I am aware of the case of one Turkish author Mr. Yasar Kemal who is being prosecuted in connection with an article published earlier this year. I understand that his case is still the subject of legal proceedings and it would not be appropriate for me to comment specifically on it in these circumstances. I will, however, continue to monitor developments in the case closely. In that context, I would be happy to take account of any further information the Deputy might be able to supply on this or other similar cases.

In general, I have long been concerned about legislative restrictions on freedom of expression in Turkey and I have availed of all appropriate opportunities to make my views on the issue known to the Turkish authorities. Provisions of the Turkish Constitution which permit restrictions on freedom of expression are currently under review in the Turkish Grand National Assembly as part of a package of reforms proposed by the Turkish Government in the area of public liberties. I hope that this initiative will contribute to the process of reform and I have urged the Turkish Government to do everything in its power to ensure that the review process is completed and that adequate reforms are implemented with all possible speed.
