Question:

80 Mr. Callely asked the Minister for Arts, Culture and the Gaeltacht if he has satisfied himself with the issues raised in the Green Paper on broadcasting with regard to public service broadcasting; the plans, if any, he has to establish an independent users panel or council that could have an input into public service broadcasting; and if he will make a statement on the matter. My intention in publishing the Green Paper was to provide for a wide ranging debate on the future of broadcasting in Ireland. To this end the Green Paper raises over 50 issues which the Government deems relevant to this debate and I am allowing a period of five months from the publication of the document for responses. Apart from the issues raised in the Green Paper it is open to anyone to address an issue which he or she considers relevant but which is not addressed in the document.

I have no plans at present to establish an independent users council which would have an input into public service broadcasting. On this matter I would refer the Deputy to Chapter 5 of the Green Paper and my reply to Questions Nos. 6 to 9 of 4 November 1993 — columns 1134 to 1141 of the Official Report for that day refer.
