Question:

94 Mr. Hughes asked the Minister for the Environment if he will dispense with the requirement that applications for housing grants on offshore islands be completed by registered contractors in possession of C2 certificates in view of the fact that all houses are built by direct labour and the fact that, in the main, islanders are not entitled to new house or disabled persons grants as a result, notwithstanding the fact that the cost of transport adds 20 per cent to building costs. I have no proposals to change the requirements in relation to contractors which apply under the new house grant and disabled person's grant schemes. In recognition of the building costs involved, a higher rate of grant is available for a new house on certain specified islands — £4,800 compared to £3,000 elsewhere.
