Question:94 Mr. Hughes asked the Minister for the Environment if he will dispense with the requirement that applications for housing grants on offshore islands be completed by registered contractors in possession of C2 certificates in view of the fact that all houses are built by direct labour and the fact that, in the main, islanders are not entitled to new house or disabled persons grants as a result, notwithstanding the fact that the cost of transport adds 20 per cent to building costs.
