Written Answers. - Identification of Pupils with Special Needs.

52 Mr. M. McDowell asked the Minister for Education the way in which she intends to ensure early identification of pupils with special needs, in particular the early remediation of learning problems; and if she will make a statement on the matter. [10241/95]

The White Paper on Education recognises the fundamental importance of an effective system of assessment in order to ensure the earliest possible identification of pupils with special needs.

Although some children will have been identified as having special needs before commencing school, the classroom teacher carries the main responsibility for identifying and responding to learning difficulties.

The White Paper also states that all primary schools will be required to develop a policy on assessment within the framework of the school plan.
At present, responsibility for arranging assessments of primary school children rests with the regional health boards, through the appropriate Director of Community Care. However, it is intended to develop the school psychological service on a phased basis to undertake an expanded role in this area.
In the current year, the number of psychologists attached to this service is being increased from nine to 19. My intention is to maintain the momentum in the coming years to ensure full national coverage by the service. Remediation of learning difficulties can take a variety of forms depending on the particular needs of the individual child.
In the majority of cases, access to the remedial teacher service would be the most appropriate response. When more serious learning problems arise, a more suitable response may involve placement in a special class in an ordinary school or in a special school dedicated to the particular needs identified. A range of such facilities is currently provided.
The White Paper proposes that the existing range of services will be further refined to ensure that all special needs children will have access to the necessary support services in their own areas, wherever possible.
My Department is currently drawing up an action plan to give effect to the objectives set out in the White Paper, including those in relation to special needs. This action plan will identify the measures required and a time-frame for their introduction.
