114 Mr. E. Byrne asked the Minister for the Environment if he has satisfied himself that Fingal County Council is complying with the procedures laid out by the new regulations regarding the disconnection of supply for the non-payment of water charges; if his attention has been drawn to the fact that it appears to have moved with haste to the stage of threatening court action to procure an order to disconnect; and if he will make a statement on the matter. Disconnection of a domestic water supply for non-payment of charges is a matter for each individual local authority taking account of the guidelines issued by my Department. Pending implementation of amending legislation, which will be published shortly, local authorities have been requested not to carry out any disconnections.
