118 Mr. Sargent asked the Minister for the Environment if he will amend the planning regulations requiring shopkeepers to provide a certain amount of car park spaces in order that recycling facilities can be located in lieu of such space in view of the fact that the present situation dissuades many shopkeepers from sacrificing car park spaces in their premises to provide collection facilities for such purposes as glass, paper, can, and rag collection. The strategy document "Recycling for Ireland" sets out the general approach being adopted to promote waste recovery in the period to the end of 1999. The recently published Waste Bill, 1995, contains extensive measures to promote waste recovery including powers to require the provision of waste receptacles at sales outlets. I have no plans to make additional provision in this regard in planning legislation. The provision of car parking facilities in conjunction with shopping facilities is, in any event, a matter for decision in each particular case; specific requirements do not arise from planning regulations.
