Ahern asked the Minister for Transport, Energy and Communications the persons appointed by him or by Ministers of State at his Department as programme managers, advisers, secretaries, assistants, counsellors or back-up staff either in his Department or in constituency offices; the annualised remuneration being paid to these staff; the names of individuals, groups or companies which have undertaken or have been approved to undertake full-time, part-time or casual consultancies, reviews, examinations or analysis or any public relations services on his behalf or on behalf of Ministers of State at his Department; the actual or estimated cost in this regard; the persons, companies, consultants, attachés or otherwise he or Ministers of State at his Department have appointed to semi-State bodies under the aegis of his Department; and any reviews, consultancies or reports he or Ministers of State at his Department have commissioned or are due to commission; and the full cost in respect of all these matters. Ahern asked the Minister for Defence the persons appointed by him or by Ministers of State at his Department as programme managers, advisers, secretaries, assistants, counsellors or back-up staff either in his Department or in constituency offices; the annualised remuneration being paid to these staff; the names of individuals, groups or companies which have undertaken or have been approved to undertake full-time, part-time or casual consultancies, reviews, examinations or analysis or any public relations services on his behalf or on behalf of Ministers of State at his Department; the actual or estimated cost in this regard; the persons, companies, consultants, attachés or otherwise he or Ministers of State at his Department have appointed to semi-State bodies under the aegis of his Department; and any reviews, consultancies or reports he or Ministers of State at his Department have commissioned or are due to commission; and the full cost in respect of all these matters. A programme manager, Mr. Conor Barry, a special adviser, Ms Angela O'Donnell, a personal secretary, Ms Barbara Culleton, and a personal assistant, Ms Deirdre McDevitt, have been designated, pending finalisation of a contract of employment in each case.

The present rate of pay for each appointment is as follows: Programme Manager, £35,400 per annum; Special Adviser, £8,813 per annum; Personal Secretary, £8,813 per annum; Personal Assistant, £13,142.

These remuneration costs are funded jointly by the Departments of Defence and the Marine in recognition of my dual role.

There have been no such appointments made by the Minister of State at the Department of Defence.

Price Waterhouse, management consultants, were employed as facilitators for the Strategic Management Initiative in the Department during 1994. Total expenses were approximately £16,500 of which 50 per cent was reimbursed by the Department of Finance. The initiative is still under way and Price Waterhouse are being retained to the current year. It is too early to quantify expenditure for 1995, but it is unlikely to exceed the 1994 figure.

In addition, the firm Brindley Advertising Ltd. has been engaged since 1992 for the purpose of developing awareness of the "Towards 2000" initiative in Civil Defence. Projected expenditure for 1995 is £5,000.
