Question:

84 Dr. O'Hanlon asked the Minister for the Environment the benefits under the aegis of his Department where separate means tests are applied: the plans, if any, he has for a single means assessment; and if he will make a statement on the matter. [11649/95]

The schemes administered under the aegis of my Department which require the application of a means test are: the local authority house purchase and improvement loans schemes, the shared ownership scheme and the rental subsidy scheme for the provision of voluntary housing. All of the above have a common method of assessment of income which is based on the applicant's gross income in the preceding income tax year.

The income tests applicable to all the above schemes were revised recently and full details are contained inSocial Housing — The Way Ahead which was published on 2 May. The same household income limit applies for the loans schemes and for shared ownership. Different limits apply to the rental subsidy scheme and the subsidy towards the rent element of the shared ownership system, as these measures are aimed at households of different means.
