Question:

114 Mr. Callely asked the Minister for the Environment if he has satisfied himself with the sanitary services and infrastructure in the Dublin area; the identifiable priorities to the area; and if he will make a statement on the matter. [12623/95]

Thomas P. Broughan

Question:

116 Mr. Broughan asked the Minister for the Environment the way in which he proposes to address the water supply crisis in the greater Dublin area following his recent meeting with the General Purposes Committee of Dublin City Council in view of the fact that this supply is on a knife-edge and seriously deficient in many areas of Dublin's northside. [12530/95]

I propose to take Questions Nos. 59, 114 and 116 together. I propose to circulate in the Official Report a tabular statement listing water supply proposals from Dublin Corporation which are currently with my Department.

My Department has commissioned a major study of water requirements in the Dublin region. The objective of the study, which is being undertaken with Cohesion Fund assistance, is to provide the strategic framework for investment in, and management of, water services in the region over the next ten years. This will include an examination of the extent to which conservation and demand management measures generally can contribute to meeting the region's water demands. The strategy study will be substantially completed by early 1996, pending which new major water supply proposals for the Dublin region are being held in abeyance by my Department.

I am aware of the difficulties in relation to water supply which are being experienced in Dublin. These difficulties are already being addressed on a number of fronts, including a major expansion and refurbishment project at the Leixlip water treatment plant now in progress which will increase the plant's treatment capacity from 22 to 38 million gallons per day at an estimated cost of some £17.5 million. This improvement will particularly benefit Dublin's north-side; the increase in water supply achieved this summer already assisted problems in this area. A major improvement of the Dún Laoghaire water system is being carried out at an estimated overall cost of some £30 million. In addition, a refurbishment programme for Dublin Corporations's Vartry water treatment plant is intended to secure good quality supply from this plant.
As regards waste water infrastructure, significant improvements have taken place in recent years through the connection of the Dún Laoghaire outfall to the Ringsend treatment plant. A further stage of this scheme is now in progress which will link Dalkey and other areas of Dún Laoghaire to the Dún Laoghaire outfall. The major requirements in relation to Dublin waste water are the provision of improved treatment of sewage at Ringsend and the provision of an environmentally sound alternative to marine disposal of sewage sludge. Planning for these requirements has been progressing with Cohesion Fund assistance and is now well advanced.
