I propose to take Questions Nos. 8, 147 and 156 together.

Since the restructuring of the State scheme in 1991, short term commercial risk business, which accounts for the vast majority of export credit insurance underwritten for Irish exporters, is available exclusively from the private sector. Responsibility for the operational conditions of the private insurance market lies with the Minister for Enterprise and Employment and premium levels are determined by measures in light of their underwriting experience and competitive pressures from other insurers in the market.

The State export credit insurance scheme which operates under my aegis offers cover on short term political risk and medium term political and commercial risk. My policy is that this scheme should be operated in a way that assists the development of exports taking due account of the need to protect the interests of the taxpayer. I am satisfied that the rates which we charge which reflect a number of factors such as buyer's country, credit terms and indemnity levels, are commensurate with this aim.

Is the Minister satisfied with the level of involvement and participation by the private sector in the area of export credit insurance?

Yes, those interested in exporting goods are up to date with the conditions and requirements that apply.
