I propose to take Questions Nos. 20, 145 and 154 together.

Ireland is a member of the EU Single Market and fully participates in the Union's common commercial policy. I therefore take it that Deputies are referring to EU rules for safeguarding Community industry from dumped imports from third countries. In general, our policy is to encourage the liberalisation of international trade in goods and services, supporting safeguard action only in cases where dumping causes injury to Community, including Irish, industry, and where it is considered to be in the overall Community interest having regard to the views of EU industry, users and consumers.

Complaints are investigated by the EC Commission, and on the basis of their findings decisions as to the application of safeguard measures are made by majority vote of member states. The Anti-Dumping Advisory Committee meets regularly in Brussels and Ireland is represented on it by my Department.
