Question:

98 Mr. McGrath asked the Minister for the Environment the level of rate support grant paid to Westmeath County Council for each of the last ten years; the percentage increase/decrease for each year from the previous year; the rate of inflation for each year; and if the amount of grant paid each year differed from the level notified in advance to this Council. [14701/95]

Levels of rate support grant paid to each individual local authority have been adjusted over the years to take account of other structural adjustments in the system of local finance, including in particular, the removal from local authorities of a variety of statutory demands, and the writing off of local loans fund repayments. For reasons such as these, comparisons between the amounts paid in grants in particular years are not a valid indication of the level of State support for particular authorities, or of the rate of increase/decrease in that support.

The rate support grant paid to Westmeath County Council for the last ten years is set out in the following table:

Generally, the amounts paid coincided with the amounts allocated. However, in 1994 and 1995, amounts paid exceeded the amounts allocated because of special provisions to reduce debt levels and to deal with other structural problems.
