I assume that the Deputy is referring to the STABEX programme, which is part of the Lomé Convention between the EU and the ACP, African, Caribbean and Pacific countries. The programme is designed to guarantee the stabilisation of ACP states' export earnings from the Community for certain agricultural products. The programme is not, therefore, relevant to Irish exporters.
