32 Mr. Deasy asked the Minister for Enterprise and Employment the plans, if any, the Government has to set up a press council; and if he will make a statement on the matter. [16916/95]

62 Mr. McGahon asked the Minister for Enterprise and Employment if he considers the creation of a press council is necessary to create and maintain standards in Irish journalism. [17470/95]

I propose to take Questions Nos. 32 and 62 together.

There are no proposals currently to set up a press council. The Commission on the Newspaper Industry was set up by me following a comprehensive debate on the newspaper industry which took place in the wake of the publication of the Competition Authority's report on newspapers. The commission which has now begun its work is wide-ranging and includes representatives from trade unions, employers representatives and representatives of the newspaper groups and others.

The commission is independent and consists of 20 members under the distinguished chairmanship of the former Chief Justice, Mr. Thomas Finlay. The terms of reference of the commission are to examine, report and make recommendations on a broad range of issues affecting the newspaper industry, including the correct balance between privacy and press freedom including consideration of the desirability of a mechanism for complaint and adjudication and of changes in the libel laws. I have asked the commission to undertake its work speedily. I know that the chairman and members of the commission appreciate the importance and urgency of their work.
