Written Questions. - Fish Farming.

Question:

36 Dr. McDaid asked the Minister for the Marine the current thinking in his Department regarding farm fishing in this country; and if he is prepared to extend the licence to Fanad Fisheries in County Donegal, so that this worthwhile industry can proceed. [16144/95]

The Government is strongly committed to the sustainable development of the aquaculture industry which offers important economic opportunities for coastal regions. This commitment has been given concrete expression by the inclusion of aquaculture as a distinct investment measure in the EU fisheries operational programme 1994-1999.

Investment in aquaculture under the programme will help to protect existing employment and production, facilitate continued expansion and generate new jobs and economic activity both on farm sites and onshore operations.

Fanad Fisheries is a major player within the sector and makes a very significant contribution to jobs and economic activity in County Donegal. The company has a worldwide quality reputation and I am supportive of its plans to underpin its present operations and achieve incremental expansion. I understand that Fanad has drawn up a comprehensive environmental impact statement in relation to the company's application for additional fallowing and production sites which will be the subject of consultation with all relevant interests.

In that context I would note that considerable resources are being devoted to an urgent overhaul of the legal framework for aquaculture and the intention is to introduce a revised and enhanced licensing system which will balance all interests. The current legislative base is deficient in many critical respects and pre-dated the impact of new thinking on planning, licensing and environmental issues and the significant technical advances in fish farming. Preparation of the legislation which is complex is at an advanced stage and I hope to bring proposals to Government shortly.
