Question:

60 Mr. Callely asked the Tánaiste and Minister for Foreign Affairs the names of individuals, groups or companies which have undertaken or have been approved to undertake full-time, part-time or casual consultancies, reviews, examinations or analysis, apart from public relations services, on his behalf or on behalf of Minister(s) of State at his Department; the total cost to date in 1995 for each contract; when the work is likely to be completed; and the estimated cost for the full job. I refer the Deputy to my reply to Question No. 59 of 19 October 1995 in which I gave details of consultants engaged in the Department of Foreign Affairs and the Office of the Tánaiste. The following is an update of that position:

Department of Foreign Affairs.

Mr. Dennis Driscoll was employed on a full-time basis as a consultant with the Legal Division up to 24 July 1995. The total cost of his contract in 1995 was £45,572.36.

Mr. Declan Fitzgerald was retained on a part-time basis to assist in the technical aspects associated with the introduction of a new computerised financial management system up to 2 June 1995. The cost of his contract in 1995 is £7,800.

Ms Mairead Mullaney was engaged on a full-time basis to upgrade the Department's Library from 1 March to 31 August 1995. The total cost of her contract in 1995 is £12,000.

The firm, Price Waterhouse, is engaged in a consultancy study on staff appraisal. No actual costs have been incurred to date but it is estimated that the total costs will be £15,000.

Ms Lucinda Bray is engaged at present on a part-time basis as a staff training consultant. No actual costs have been incurred to date but it is estimated that the total costs will be £1,200.

Office of the Tánaiste

The Office of the Tánaiste has used the services of one consultant during the course of 1995. On 23 May 1995 consultants were appointed to carry out research on the employment options for the long-term unemployed for the Task Force on Long-Term Unemployment. The contract was awarded to Fitzpatrick Associates (Economic Consultants) in conjunction with Kieran McKeown Ltd. (Social and Economic Research Consultants) at a cost of £26,862.
