Question:

191 Mr. B. O'Keeffe asked the Minister for Health the concerns, if any, he has regarding the restrictive nature of the new employment guidelines introduced by Southern Health Board management. [1266/96]

Limerick East): The management of health services is a matter, in the first instance, for each health agency.

The Southern Health Board published a staff handbook in September 1995 which was circulated to all employees of the board. The handbook included a code of conduct for all health board staff, setting out principles which should govern the conduct of staff employed by the health board, to help maintain a high level of public confidence in the organisation as a public body and employer with statutory responsibility to deliver health care.
The Southern Health Board would not appear to have introduced any new employment guidelines which go beyond the usual conditions of service and ordinary ethical standards which have applied to its staff in the past. The Protocol set down by the board, for example, in relation to the publication of material by staff, reflects long established practice in Civil Service and other public service organisations.
