Question:

214 Mr. Hilliard asked the Minister for Arts, Culture and the Gaeltacht the purpose for the allocation under Subhead J of Vote 10 in 1995; and the way in which the 1996 allocation will be spent. [19353/96]

The allocation provided in Subhead J of Vote 10 is expended by the National Monuments and Historic Properties Service on the management, maintenance, conservation, restoration and presentation of national monuments and historic properties in State care, including projects funded under the EU Operational Programme for Tourism; the archaeological and architectural surveys of historic monuments throughout the country, the environmental action programme, archaeological excavations and acquisition of important monuments, historic properties and lands to improve the amenity value of existing State-owned monuments.

It is intended that the 1996 allocation of £23.225 million will be expended as follows:

215 Mr. Hilliard asked the Minister for Arts, Culture and the Gaeltacht the purpose for the allocation under Subhead H of Vote 10; the way in which the allocation was spent in 1995; and the way it is intended to spend the allocation in 1996. [19355/96]

The purpose for the allocation under Subhead H of Vote 10 is to provide for the restoration, development and maintenance of inland waterways which are managed by the waterways service. These waterways include the Grand and Royal Canals, the Barrow Navigation, the Shannon Navigation and the ShannonErne Waterway. Arrangements are in hand to extend the role of the service to include the Boyne Canal, part of the Corrib Navigation and the Tralee Ship Canal.

The total Subhead H allocation for 1995 amounted to £8.066 million of which the non-capital provision amounted to £4.616 million and the capital provision £3.450 million. Actual expenditure for the year was £7.24 million. A precise breakdown of the outturn between capital and non-capital expenditure is not yet available. The shortfall in expenditure was accounted for mainly by much slower than anticipated progress on the projects to extend the Shannon Navigation to Ballinasloe and Boyle. This was due to unexpected difficulties in securing planning permission. Expenditure on the non-capital provision related to the day-to-day maintenance and operation of the waterways.

Capital expenditure, largely funded under the EU Operational Programme for Tourism was incurred on projects such as the Royal Canal restoration, Grand Canal and Barrow Navigation improvement works, the Fishery Development Programme, the completion of the Lough Allen Navigation Project and the provision of moorings on the River Erne at Belturbet.

The Subhead H allocation for 1996 is £9.838 million, of which the non-capital allocation provision is £4.855 million and the capital provision £4.983 million. The capital works in 1996 will include further restoration works on the Royal Canal, the Grand Canal, the Barrow Navigation and the Shannon Navigation.

Other works will include dredging at the Tralee Ship Canal, the provision of angling stands for the disabled on the Grand Canal at Ballyteague, County Kildare, and assisting with the restoration of several barges which are being restored under a community employment scheme being administered by FÁS.

It is also intended to provide necessary additional moorings on the Shannon-Erne Waterway. Mooring facilities in the Claddagh Basin will be extended and a scheme of environmental improvement of the Eglinton Canal will be undertaken. An interpretative centre for the Galway Waterways will also be developed.
