Question:

253 Ms F. Fitzgerald asked the Minister for the Environment the proposals for legislation being prepared under the auspices of his Department that have not yet been published; and the statutory instruments being prepared in his Department. [19388/96]

The information requested is set out in the following tables. In relation to regulations/statutory instruments, it is likely that developments in relation to various policy areas and programmes, EU developments and other factors will give rise to a need for additional regulations in the course of 1996.

Legislation being prepared

Purpose

Johnstown Castle Agricultural College (Amendment) Bill

To allow for location of new permanent head-quarters of the Environmental Protection Agency in the grounds of Johnstown Castle.

Malicious Injuries (Repeal of Enactments) Bill

To terminate the malicious injuries scheme.

European Parliament Elections Bill

To consolidate and amend the legislation relating to elections to the European Parliament.

Constitution Amendment (Votes for Emigrants) Bill

To allow for the election of three members of the Seanad by Irish emigrants.

Seanad (Emigrants Representation) Bill

To provide the machinery for election of 3 members of the Seanad by Irish emigrants (subject to the necessary constitutional amendment).

Litter Bill

To replace the Litter Act, 1982.

Statutory Instruments/Regulations being prepared.

Regulations to give effect to EC Directive 94/66/EC amending Directive 88/609/EEC on the limitation of emissions of certain pollutants into the air from large combustion plants.

Regulations under the Environmental Protection Agency Act, 1992 to impose controls on various sources of noise.

Regulations to amend the Local Government (Planning and Development) Regulations, 1994 to provide that the Dublin Transportation Office is to be a prescribed body under the planning Acts.

Regulations to exempt certain dogs from muzzling and leashing requirements.

An amendment of the order which established the regional authorities, to provide a role for the relevant authorities in relation to the formulation of strategic land use planning guidelines for the greater Dublin area.

Regulations under Part V of the Local Government Act. 1994, in respect of meetings and procedures of local authorities.

Road Traffic (Licensing of Drivers) Regulations.

Housing (Registration of Rented Houses) Regulations.

Housing (Mortgage Allowance) Regulations, 1993 (Amendment) Regulations.

Housing (New House Grants etc.) Regulations, 1990 (Amendment) Regulations.

Housing Regulations, 1980 (Amendment) Regulations.
