I propose to take Questions Nos. 273, 274, 275 and 276, inclusive, together.

The amounts of rate support grant paid to each local authority in 1995 and notified for 1996, with details of additional grants paid to certain local authorities in 1995, are set out separately in the following tables.

The rate support grant replaces in part the income from rates formerly applicable to domestic dwellings, agricultural land and Government property. The initial method of calculating the grant reflected that income — which varied from local authority to local authority because of differences in valuation levels and in the rate poundages determined by local authorities over the years. Adjustments in rate support grant allocations to individual authorities over the last decade arose from the elimination of certain levies and statutory demands, the writing off of loans from the local loans fund, and, in 1994 and 1995, measures to reduce debt levels and to deal with other structural problems.
The selection of those authorities who received an extra grant in 1995, and the determination of the amounts concerned took account of all relevant factors affecting the financial situation of individual authorities and their ability to raise funds locally. In view of the limited funding available, it would not have been possible to make additional moneys available to all authorities without significantly diluting the impact in all areas.
