Business of Dáil: Motion.

I move:

That, notwithstanding anything in Standing Order 34 (1) of the Standing Orders of Dáil Éireann relative to public business, as amended by a resolution of the Dáil of 7 April 1993, questions shall be taken today, Tuesday, 23 January 1996 from 2.30 p.m. to 3.30 p.m.

Question put and agreed to.

I want to register my objection at the decision of the Taoiseach to transfer 18 legitimate questions to other Ministers and, in particular, a question asking him if he was engaged in any discussions about the appointment of the Government's agents to handle——

I am sorry, Deputy Harney, that does not arise now.

I want to remind the Taoiseach of what he said in this House on 2 November 1994.

The matter of transfer of questions has been traditionally one of Cabinet responsibility.

The extent of the transfers is unprecedented.

I will hear no more now, Deputy.

The Taoiseach said in this House that the Taoiseach should recognise——

No, Deputy, we are proceeding now with questions to the Taoiseach.

I propose to take Questions Nos. 1 to 4 together.

It is not good enough for the Taoiseach to transfer questions——

Deputy Harney, please resume your seat. You are intruding into Question Time now.

On a point of order, the procedure the Taoiseach adopted for today is not the procedure he used before Christmas. He ruled out questions that he gladly answered for months.

That would be more appropriate on the Order of Business proper.

I would also like to register my protest about the transfer of questions from the Taoiseach.
