Question:

494 Ms F. Fitzgerald asked the Minister for Tourism and Trade the proposals for legislation being prepared under the auspices of his Department that have not yet been published; and the statutory instruments being prepared in his Department. [19395/96]

I expect to sign shortly statutory instruments under the European Communities Act, 1972 and the Control of Exports Act, 1983 linked to the implementation in Ireland of Council Regulation (EC) No. 3381/94 and Council Decision No. 94/942/CFSP regarding the control of exports of dual-use goods.

Fitzgerald asked the Minister for Tourism and Trade the Acts and provisions of Acts under the auspices of his Department which, as of 1 January 1996, are not in force in view of the fact that a commencement order has not been made; whether it is proposed to make such an order in each case; and if so, when. [19417/96]

There are no Acts or provisions of Acts, under the auspices of my Department, which are not in force, by virtue of the fact that a commencement order has not been made.

496 Ms F. Fitzgerald asked the Minister for Tourism and Trade the proposed international agreements under the auspices of his Department which are currently being drafted or prepared; and the international organisation, if any, responsible for the proposed agreement in each case. [19432/96]

The newly established World Trade Organisation (WTO) provides a forum for ongoing negotiation of trade liberalisation measures. Under the WTO General Agreement on Trade in Services, negotiations are under way at present on the following aspects: market access arrangements for the sectors of telecommunications and maritime transport; emergency safeguard measures; government procurement; subsidies. My Department is also involved in the negotiations on a multilateral agreement on investment which are taking place at the OECD.
