542 Mr. Cowen asked the Minister for Agriculture, Food and Forestry further to Parliamentary Question No. 153 of 13 December 1995, the role and duties of the various grades of personnel assigned to the appeals unit in his Department; the number of appeals applied for under the most detailed headings available to him; the number of appeals finalised to date; the number accepted and refused in respect of each heading; and if he will make a statement on the matter. The role and duties of the various grades of personnel assigned to the appeals unit are as follows: assistant principal, overall responsibility for the running of the appeals unit, conducting oral hearings where necessary, making determinations on appeal cases; agricultural inspector, advising on the technical aspects of the headage and premia schemes, conducting oral hearings where necessary, determining cases, liaising with technical staff in the Department regarding the implementation of the headage and premia schemes; higher executive officer, investigating cases, examining files, preparing reports and making recommendations on appeals, dealing with correspondence from appellants, replying to representations and clerical officer, recording all correspondence and files as they are received, following up on requests for files and reports, updating the records, compiling statistics.

I understand that most of the appeal cases involving area aid problems will be covered by the concession which I recently negotiated with the European Commission regarding late or non-submission of 1995 area aid applications.
