577 Ms F. Fitzgerald asked the Minister for Transport, Energy and Communications the Acts and provisions of Acts under the auspices of his Department which, as of 1 January 1996, are not in force in view of the fact that a commencement order has not been made; whether it is proposed to make such an order in each case; and if so, when. [19416/96]

A commencement order has not been made in respect of Part III of the Air Navigation and Transport Act, 1988 to give effect to the 1975 Protocols to the Warsaw Convention. Although ratified by Ireland, these Protocols have not yet become international law and consequently a commencement order cannot be made.

The making of such an order will depend on whether and when the Protocols will become international law.
