164 Ms F. Fitzgerald asked the Minister for Health the EU Directives coming wholly or partly under the auspices of his Department that were not fully implemented as of 1 January 1996; the reference number and subject matter of each Directive; the deadline for implementation set out in the Directive; whether it is proposed to implement the Directive by means of a Bill or by Statutory Instrument; and when it is proposed to implement the Directive. Council Directive 92/49/EEC of 18 June 1992 on the coordination of laws, regulations and administrative provisions relating to direct insurance other than life assurance and amending Directives 73/239/EEC and 88/357/EEC (Third Non-Life Insurance Directive)

1 July 1994

Transposition of this directive is partially under the auspices of the Department of Health. The Health Insurance Act, 1994 came into force on 1 July 1994 to allow for competition in the health insurance market in this country. The regulatory framework pursuant to this Act, which has been the subject of discussion between the Department and the Commission, is being finalised at present.

In the near future.

Council Directive 93/35/EEC of 14 June 1995, amending for the sixth time Directive 76/768/EEC on the approximation of the laws of the Member States relating to cosmetic products.

Postponed until 30 September 1995, by Administrative Decision taken in informal consultation with Member States.

Statutory Instrument.

Because of the complex nature of this directive comprehensive consolidating regulations were required. The preparation of these has now almost been completed.

Seventeenth Commission Directive 94/32/EC of 29 June 1994 adapting to technical progress Annex II, III, V, VI, VII of Council Directive 76/768/EEC on the approximation of the laws of the Member States relating to Cosmetic products.

30 June 1995.

Commission Directive 95/17/EC of 19 June 1995 laying down detailed rules for the application of Council Directive 76/768/EC as regards the non-inclusion of one or more ingredients on the list used for the labelling of cosmetic products.
