Question:

86 Mr. Andrews asked the Minister for Tourism and Trade the relationship between his Department and CERT. [1576/96]

CERT, the Council for Education, Recruitment and Training for the hotel, catering and tourism industries was set up under the Tourist Traffic Acts. It is a company limited by guarantee whose main activities include the provision of training for school leavers entering the hotel, catering and tourism industry; promoting and providing further training for those already employed in the industry; and training for unemployed persons.

The council and director of CERT are responsible for the execution of these activities on a day to day basis while, as Minister, I am responsible for policy in relation to the organisation and, in particular, its role in overall tourism development. This responsibility includes determining the annual level of grant-in-aid from the Exchequer to CERT and other related matters such as negotiating with the European Commission on CERT's allocation from the European Social Fund allocation. In this context there are regular meetings and contact between my Department and CERT.
