Question:

244 Mr. Cowen asked the Minister for Agriculture, Food and Forestry the proportion of ten month premia, 22 month premia and de-seasonalistion premia that is going to farmers with a milk quota of over 30,000 gallons. [1944/96]

The specific information requested is not readily available at present. When final payments on the schemes mentioned are complete the information will then be sourced and made available to the Deputy.

Question:

245 Mr. Cowen asked the Minister for Agriculture, Food and Forestry in relation to the 10,000 gallon quota for new farmers, the number that went to new entrants whose parents had no quota; the number that went to entrants whose parents had a quota of over 30,000 gallons; and if he will make a statement on the matter. [1945/96]

I assume that the Deputy is referring to the some 200 special grants of milk quota, first made to new entrants or young farmers in 1990 out of the EC 1 per cent or "Nallet" reserve pursuant to Article 3b of Council Regulation (EEC) No. 857/84. The eligibility criteria which applied to those allocations included the applicant's age, educational qualifications and his or her possession of an agricultural holding and herd. A further fundamental determining factor was that for eligibility the applicant must at the time have been operating a separate dairying enterprise. These criteria have also been applied to purchases of quota by new entrants under the milk quota restructuring schemes.

For this reason the circumstances of the applicant's parents were not taken into consideration, and as a result the details sought by the Deputy are not available.
