Written Answers - Human Rights Abuses in Turkey.

Question:

68 Mr. E. Byrne asked the Tánaiste and Minister for Foreign Affairs the progress, if any, that has been made at EU or OSCE level regarding the monitoring of alleged human rights abuses in Turkey. [2423/96]

Ireland and her partners in the European Union have made it clear that respect for the rule of law and the protection of human rights will continue to be the basis for the development of our relations with Turkey.

In present circumstances we believe that the most effective way to pursue these issues is in the context of the Customs Union between the European Union and Turkey, which entered into force on 31 December last. The process of completing the Customs Union has already given significant impetus to reform in Turkey. A number of amendments to the Turkish Constitution and anti-terror law were adopted last year.

These changes are a significant step in the right direction. The Government will continue to avail of all appropriate opportunities to urge Turkey to adopt and implement the further reforms necessary to ensure full respect for human rights. We welcome, in this regard, recent assurances given by the Turkish authorities that they will continue to pursue the reform process.
