Written Answers. - Childcare Provision Policy.

78 Ms F. Fitzgerald asked the Minister for Equality and Law Reform his current policy on childcare provision; the projects, if any, that have received funding; and the future plans, if any, there are for the development of childcare services. [3443/96]

Primary responsibility for childcare policy resides with my colleague the Minister for Health under the Child Care Act, 1991. Full implementation of that Act is promised by the end of this year, when provisions relating to the regulation, supervision and inspection of childcare standards and facilities will be introduced. This will ensure the necessary regulatory infrastructure for childcare services to develop. It will also enable better monitoring of the capacity and standards of such services.

Recognising the contribution which childcare provision can make in promoting equal opportunities I undertook early action on the establishment of my Department to ensure that the National Development Plan included a childcare element. As a result the Community Support Framework has set aside a total of nearly £8 million to support equal opportunities measures including childcare initiatives.

In addition, I initiated a pilot childcare initiative in 1994 to support and facilitate a limited number of innovative projects for the setting up, on a pilot basis, of childcare measures utilising the skills of suitably trained local people so as to enable local residents to avail of education, training, retraining and employment opportunities which they might otherwise be unable to undertake in the absence of a childcare facility. The scheme is targeted at designated disadvantaged areas and is to assist with start-up capital costs only.
The scheme is being administered, on behalf of my Department, by Area Development Management (ADM) Ltd., which is an independent company designated by the Government and the European Commission to support integrated local economic and social development in co-operation with relevant area partnership companies established by the Government in designated disadvantaged areas.
The following table details the projects funded to date and funding has already been committed to an additional four projects, subject to their meeting the relevant criteria.
Additional funds have been provided in 1996 to continue this pilot childcare initiative and I have arranged for a review of the first series of projects to determine whether the objectives of the initiative are being met.
