156 Mr. N. Ahern asked the Minister for the Environment if he will introduce legislation to control and improve the situation regarding dog fouling in public places in view of the fact that the current by-laws being operated by local authorities under the Control of Dogs Act are cumbersome and ineffective in that they require court cases rather than on the spot fines and evidence to be produced requesting neighbours to give evidence against one another. I am considering the need for improved provisions in this area in the context of new legislation on litter which is being urgently prepared in my Department.
