Question:

15 Mr. D. Ahern asked the Minister for Social Welfare the staff, if any, in his office who have not signed the Official Secrets Act; the procedures, if any, followed by him for the circulation of Government memoranda; and if he will make a statement on the matter. [4117/96]

All of the staff employed in my private, constituency and research offices have signed the acknowledgment, noting its contents, to Circular 15/79: Official Secrecy and Integrity. The procedures followed in my Department in relation to Government memoranda, which apply equally to established and unestablished staff, are those set out in the Government Procedures Instructions, 1983 as amended.
