Matt Brennan

Question:

47 Mr. M. Brennan asked the Minister for Tourism and Trade the plans, if any, he has to alter the role of SFADCo in tourism; and if he will make a statement on the matter. [7465/96]

I propose to take Questions Nos. 17, 31 and 47 together.

Shannon Development operates as an integrated development agency for the mid-west region. As a regional development company, part of Shannon Development's role is to initiate and support tourism development as a key element in the achievement of overall economic growth throughout the mid-west region. To accomplish these objectives, the company has established four units focusing on key support activities as follows: tourism industry development; tourism visitor servicing; tourism project development and tourism product promotion.

Although established on a different statutory basis Shannon Development's tourism functions are, in many respects, similar to those of the regional tourism organisations who were established by Bord Fáilte. However, the company has additional responsibilities in that it acts as an implementing agency for the Operational Programme for Tourism, 1994 to 1999 dealing with project proposals in the mid-west region in the same way as Bord Fáilte does for the rest of the country. In addition, Shannon Development's subsidiary company, Shannon Castle Banquets and Heritage, develops, operates and markets day visitor attractions and nighttime entertainments.

I have no plans to amend the already extensive role played by Shannon Development in the development of the tourism sector in the Mid-West region. Their role is different but complementary to that of Bord Fáilte, which is responsible for marketing Ireland abroad.

I am confident that Shannon Development is in a position to discharge its tourism responsibilities effectively within its available budgets in 1996.

Is the Minister aware of the concerns in tourism circles in the mid-west that the role of Shannon Development may not be complementary to that of Bord Fáilte and that the region may be losing out because of a perceived overlap in the roles of the two bodies? Will he set people's minds at ease by assuring them that he does not propose any further diminution of Bord Fáilte's tourism role?

I do not intend to reduce Bord Fáilte's tourism role. When concern was expressed publicly some months ago about Shannon Development's responsibilities in the tourism sector I met the individuals and hoteliers involved and representatives of Shannon Development. Its responsibilities were outlined and I expect it to do the job it was set up to do.

The role of Shannon Development in marketing Shannon Airport was removed by the Minister's colleague. What effect has that had on its role as a tourism promotion body?

Shannon Development is well aware of its responsibilities and this change is being implemented. I expect Shannon Development to continue to work for the region and I hope we will see the benefits of that in increased visitors' spend and economic yield.
