Written Answers. - Tourism Seasonality.

26 Mr. E. Byrne asked the Minister for Tourism and Trade the projects which are being funded under the Operational Programme for Tourism, 1994 to 1999, which are specifically designed to alleviate the difficulties associated with seasonality in the tourism trade; whether he has satisfied himself with the extent of private investment in this area; and if he will make a statement on the matter. One of the principal objectives of the Operational Programme for Tourism 1994-99 is to encourage significant growth in the shoulder and off-peak periods. Accordingly, the thrust of the programme is towards the enhancement of tourism facilities to operate on an all year round basis, as far as is feasible, and marketing to achieve this aim. Particular priority has been given to the provision of weather independent visitor facilities; hotel conference and leisure facilities; tourism angling; golf etc. In 1995, the number of off peak tourists is estimated to have increased by 18 per cent, a full three percentage points ahead of overall tourist growth for the year.

Some £40 million of European Regional Development Fund money has been committed to the development of privately owned tourism facilities to date and it is estimated that the private sector has committed more than £70 million to match this Community assistance. Total expenditure on marketing under the operational programme to the end of 1995 amounted to some £35 million of which £21 million was contributed by the private sector. These levels of investment have been achieved within the first 15 months of the life of the operational programme and I am confident the continuing upswing in tourism numbers will stimulate further investment growth. I can also inform the Deputy that the new Tourism Council, which I chair, had its first meeting on 4 April and seasonality featured in the discussions. The council has tabled a more in depth discussion on this subject for its next meeting in June when I look forward to hearing the views of industry.
