Written Answers. - Cohesion Funding for Water.

Question:

75 Mr. Hughes asked the Minister for the Environment the water schemes, if any, that are not being favourably considered for Cohesion Funding; the action, if any, planned to allow these schemes proceed to construction; the change of emphasis, if any, there has been in the allocation of Cohesion Funds towards waste water and away from water supply; and the action that is proposed to ensure that long-term requirements for areas in need of water supplies are catered for. To date, no water supply schemes have been turned down by the European Commission for Cohesion Funding. The main objective for environmental projects under the Cohesion Fund is to support compliance with EU environmental legislation, in particular, the Urban Waste Water Treatment Directive. The emphasis, therefore, placed by the Commission has been mainly on waste water and water quality projects, rather than water supply projects. My Department seeks to meet the demand for these latter projects within the overall allocation for the water and sewerage programme.

77 Mr. Hughes asked the Minister for the Environment the water schemes supported by Cohesion Funding for each of the years 1990 to 1995 and to date in 1996; the water schemes supported solely from Exchequer funding for the same period; the Cohesion Funding and Exchequer funding required to allow water schemes that have been identified by his Department as urgently requiring investment; and the amount of funds available for these schemes. Water supply schemes first benefited from Cohesion Funding in 1993. Table A shows the water schemes approved by the EU Commission each year since then.

Water supply schemes supported solely by Exchequer funding from 1990 onwards are set out in Table B. As the funding of schemes is normally spread over a number of years, they are not listed by year.

The relative priority of water supply schemes, and the funding arrangements, is determined each year in selecting projects for inclusion in the overall water and sewerage programme for the year. Sixteen new water supply schemes to the value of £70.216 million are included in the programme for 1996. EU co-financing is being sought in respect of ten of these.
