92 Mrs. O'Rourke asked the Minister for Agriculture, Food and Forestry when a second payment in respect of the REP scheme will be paid to a person (details supplied) in County Westmeath in view of the fact that he has all of the work satisfactorily completed and such work has been passed by the inspector. [8422/96]

The person concerned applied for his second year payment under the REP scheme. However, under revised monitoring and control procedures implemented by my Department recently, compliance checks are required to ensure that farmers have completed the specific works outlined during the first year of the plan before second year payments can be made. This will lead to some delays but I am seeking to ensure that these are minimised.
