Question:

113 Mr. Dempsey asked the Minister for the Environment whether the Action Against Litter promotion was funded from public expenditure; if so, the cost involved; if this promotion was part of a wider contract; if his attention has been drawn to the fact that the public relations company used also represents a company (details supplied) which is being pursued by Wexford, Cork and Waterford county councils in respect of damages arising from the Sea Empress; if he will review his association with this company in view of a public perception of a conflict of interest; and if he will make a statement on the matter. The multi-media Action Against Litter campaign is estimated to cost some £300,000 which will be met from subhead D.2.4 of my Department's Estimate. A single contract with the selected advertising agency is involved; this was entered into following a competitive tendering process in which four agencies participated.

I have no intention of reviewing this contract. I reject the imputation, which is based on inaccurate claims, that the award of the contract was inappropriate or could give rise to a conflict of interest.
