114 Mr. Haughey asked the Minister for the Environment in view of the new report of the Intergovernmental Panel on Climate Change which states that global warming is currently happening, if the Government will request the ad hoc working group on the Berlin Mandate for an initial 20 per cent cut below 1990 levels in emissions of greenhouse gases from developed nations by 2005, as proposed by the alliance of small island states; and if he will make a statement on the matter. The Government recognises the serious environmental issues posed by anthropogenic climate change, as recently highlighted in the Second Assessment Report of the Intergovernmental Panel on Climate Change. Ireland is participating in efforts within the European Union to develop a common position on quantified emission limitation and reduction objectives for the post 2000 period and will also engage on this basis in continuing work of the Conference of the Parties to the Climate Change Convention and the ad hoc group on the Berlin Mandate.
