Question:

37 Ms O'Donnell asked the Minister for Health the current status of the proposals in his Department arising out of the White Paper on Mental Health; and if he will make a statement on the matter. [8751/96]

, Limerick East): The White Paper on Mental Health published in August 1995 set out the Government's proposals relating to the provisions of new mental health legislation. This new legislation on the detention of mentally disordered patients will bring Irish legislation into conformity with the European Convention on Human Rights. It will provide a modern framework for the care and treatment of persons with a mental disorder who refuse or who are incapable of seeking treatment or protection in their own interest or in the interests of others.

A draft general scheme and heads of a Bill are nearing completion in my Department and I expect to be in a position to submit the draft general scheme to Government shortly for approval.
